Loss and Damage Assessment Integration in Timor-Leste

Project Overview:
This consultancy supported the Government of Timor-Leste in strengthening institutional capacity for loss and damage (L&D) assessment, accounting and reporting. It integrated L&D into national DRR, CCA, and development planning frameworks.

Key Contributions:

  • Tool Development: Developed methodology tools, including customized DaLA/PDNA templates and technical notes on low-cost digital solutions and ASEAM Framework alignment.
  • Policy Review: Led a desk review of national policies and legal frameworks to identify gaps in L&D-DRR-CCA integration.
  • Training Programme: Developed and piloted training modules on L&D assessment and accounting at the municipal and national levels and for media communication.
  • Strategic Planning: Prepared the National L&D Integration Plan and a scalability roadmap to ensure long-term sustainability.

Outcomes & Impact:

  • Ensured national compliance with the Sendai Framework, the Paris Agreement, and the SDGs, as well as the ASEAN framework and practice.
  • Enhanced institutional ownership through multi-stakeholder workshops and validated L&D assessment and accounting methodologies.
