Indonesia Sustainable and Reliable Energy Access Program (SREAP) Detailed Climate, Disaster Risk and Adaptation Assessment

Project Overview:
This project developed a methodology tool for Detailed Climate and Disaster Risk Assessment (CDRA) of PLN’s generation, transmission, and distribution assets. CDRA quantifies the physical vulnerability and risk of PLN’s power infrastructure, as well as potential financial impacts on cooperate portfolio. It identifies Climate Adaptation and DRM (CADRM) interventions for investment planning and project design.

Key Contributions:

  • Methodological Design: Designed the methodology to show how climate risks affect assets in terms of physical, technical, and financial impacts.
  • Analytical Modelling: Led the creation of a practical model to connect climate risks to financial and technical impacts on individual assets and the entire portfolio.
  • Impact Estimation: Estimated physical impacts of specific disaster risks on individual assets and connected them to their financial effects.
  • Adaptation Strategy: Identified CADRM options and their costs (CAPEX and OPEX) for integration into electricity system planning.

Outcomes & Impact:

  • Risk-informed design decision-making regarding the timeline and sustainability of climate-proofing investments.
  • Provided cost-benefit/effectiveness analysis (CBA/CEA) to improve the resilience of and prioritization of investments over the lifetime of the infrastructure.
